Quebec postpones regulation requiring fence for residential pools

Quebec is postponing a regulation that would have required all residential in-ground pool to have a fence encircling them and above-ground ones a barrier on a deck preventing access.

Owners had until July 1, 2023 to install a fence around their pool – they now have until Sept. 30, 2025 to comply.

The new regulation would make pools installed before November 2010 subject to the changes.

And the government is pointing to the ongoing pandemic for the province-wide labour and supply shortages, as the reason for the postponement.

For some above-ground pools, a safety door or ladder would also be acceptable in certain circumstances.

According to the Lifesaving Society, nine out of 10 drownings take place in residential swimming pools.

Several coroners’ reports have emphasized the need for safer regulations to reduce the number of accidental child drownings.
