Toyota RAV4 again most stolen vehicle in Quebec, report shows

The Toyota RAV4 is once again the most stolen vehicle in Quebec, topping the provincial rankings for a second straight year, according to new data released by Équité Association.

The popular SUV has now overtaken the Toyota Highlander to become the most stolen vehicle in Canada overall, with more than 2,000 thefts reported across the country in 2024.

In Quebec alone, Équité says 921 RAV4s were stolen last year, with the 2021 model being the most frequently targeted. The organization says the vehicle’s high resale value, global market demand and ease of serviceability continue to make it especially attractive to organized theft networks.

Auto theft still costing more than $1B despite national progress

The report notes that vehicle thefts were down 19 per cent nationwide in 2024 — a decrease Équité attributes to measures implemented by governments, police forces and border agencies under Canada’s National Action Plan to Combat Auto Theft.

Despite the decline, losses still exceed $1 billion annually in insurance claims.

Équité says the trend remains particularly concerning in Quebec and Ontario, where newer SUVs with keyless-entry vulnerabilities continue to be prime targets for sophisticated criminal organizations.


Luxury thefts spike as criminals ‘maximize profits’

The association also reports a sharp rise in the theft of luxury vehicles valued at $200,000 or more, with those thefts increasing by 47.5 per cent nationwide last year.

The shift, Équité suggests, reflects changing strategies within organized crime. “The Toyota RAV4’s appearance at the top of the list is a clear sign that organized criminal networks are not slowing down; they are simply shifting their tactics,” said Bryan Gast, national vice-president of investigative services for Équité Association.


Call for strengthened security standards

Équité says the next major step in auto-theft prevention is for Transport Canada and its U.S. counterpart to mandate the proposed harmonized ULC 338 standard for vehicle theft-deterrent systems. The association argues the updated standard would help deter thieves while providing clarity for automakers, installers and consumers.


How the Quebec rankings were compiled

Équité’s annual list ranks vehicles based on the number of thefts recorded in 2024. Models of similar make and type are grouped together when they share characteristics linked to common theft patterns.

The organization says the dominance of the Toyota RAV4 — in both Quebec and Canada — underscores an ongoing trend: newer SUVs equipped with keyless-access systems remain the No. 1 target for organized crime crews operating across the province.
