Quebec citizens will be able to keep their Canadian passports, according to PSPP

Citizens of a potential independent Quebec will be able to retain their Canadian citizenship, concluded PQ leader Paul St-Pierre Plamondon on Friday.

He presented the citizenship section of his Blue Book, a comprehensive document intended to answer questions about Quebec’s accession to independence. 

St-Pierre Plamondon recalled that federalists, supporters of Canada, argued that Quebecers would lose their passports in the event of independence, but they were wrong according to him. 

The new chapter of the Blue Book outlines several scenarios for obtaining Quebec citizenship. 

On day 1 of independence, all Canadian citizens residing in Quebec would automatically obtain it, but other procedures are planned for non-citizens, but also for Francophones outside Quebec.

According to St-Pierre Plamondon, Canadian citizenship remains possible for Quebec citizens who would like dual citizenship, since Canada currently allows dual citizenship.

“Canadian citizenship is possible for Quebecers following Quebec’s independence, based in particular on the courts’ interpretation of the Canadian Charter of Rights and Freedoms, in sections 6 and 15, and certain international conventions,” he argued. 

“Could Canada choose to discriminate specifically against Quebecers? Would that mean anyone could have two passports, except for Quebecers? And according to our understanding of the applicable law, that would be discrimination that would not stand up to scrutiny in court.”
