Quebec welcomes historic number of immigrants in 2022

The number of immigrants who came to Quebec grew by nearly 150,000 in 2022 – the highest increase in the province’s history.
This spike is mainly due to the increase in non-permanent residents, including asylum seekers, migrant workers, and students.
The number of non-permanent residents grew from 63,076 in 2019 to 86,735 in 2022. The province has seen a steady increase in this type of immigration since 2016 – according to Statistics Canada and l’Institut de la statistique du Québec.
The total number of non-permanent residents in Quebec was 349,235 at the end of 2022 – around 50 per cent are considered temporary workers. That number does not include those without status.
The number of asylum seekers in 2022 in Quebec reached 59,000 in part due to Roxham road – which was closed in March 2023.
Permanent residents accepted by Quebec has been capped to 50,000 by the CAQ government but with the COVID-19 pandemic the province did not reach those numbers in 2020 and 2021.
We are therefore catching up in 2022 – bringing the number of permanent immigrants in Quebec to 62,787.
