Ten days after Bill 2 was passed under closure, Santé Québec remains silent

Quebec’s health authority has yet to comment on the special law changing doctors’ pay, 10 days after it was passed under a closure motion at the National Assembly.

“We are still analyzing it,” spokesperson Catherine Brousseau said Monday.

“We want to take the time to fully understand its scope and hear from the field as well. So for now, we are reserving our comments on this bill,” she added.

Bill 2, which alters doctors’ compensation, imposes performance targets and threatens sanctions, has been generating controversy for the past 10 days.

It is already the subject of a legal challenge, and has contributed to the shock resignation of Health Minister Lionel Carmant, as well as a large protest outside the legislature on Saturday.

Meanwhile, at least 125 doctors are reported to have completed the process to obtain the right to practice in Ontario, and another 200 have begun the process.

On Friday, the College of Physicians went public, calling on the Legault government to suspend the implementation of Bill 2 and to remove performance targets and sanctions.

The college stressed that its mission is to protect the public. “For the patients and for the doctors, the government needs to hit pause,” it said.

According to the college’s preliminary analysis, if the law is implemented as written, “it will result in harm to the health network and reduced accessibility.”

That same day, Quebec Health CEO Geneviève Biron limited her comments on LinkedIn, saying her teams were “mobilized” to “analyze the provisions of the law.”

“More than ever, we must remain united, move forward with calm and care, and support our teams,” she added, without commenting on the law’s content.

In 10 days, Biron has also not defended the Legault government.

Quebec Health was created by the government in 2023. Its mission is to coordinate network operations, while the Ministry of Health remains responsible for overall policy direction.
