Julie Larivée wins Montreal-East councillor race after random draw

After a judicial recount confirmed a tie in the race for municipal councillor in Montreal-East, Julie Larivée of Équipe Anne St-Laurent toujours en Action has been declared the winner following a random draw on Monday.
The judicial recount, held Nov. 7 at the Montreal Courthouse, confirmed the deadlock – and that 10 ballots had been rejected.
Monday morning’s draw was in accordance with provincial law, which stipulates that in the event of a tie after the votes have been counted, a draw must determine the elected candidate.
In Montreal East, Larivée was tied with Audrey Bordeleau. The candidates each received 81 votes in the Nov. 2 election, when less than a third of the district’s 517 registered voters participated.
The Montreal region saw several close elections on Nov. 2, with at least three candidates winning by fewer than 12 votes.
The City Council of Montreal East is composed of a mayor and six councillors.

Article 256
When two candidates are tied in municipal elections, section 256 of the Act respecting elections and referendums in municipalities provides as follows: “In the event that a recount or a recount of votes is carried out, the returning officer shall declare elected the candidate who has obtained the most votes according to the results certified by the judge in accordance with section 273.”
“However, in the event of a tie in first place, a draw will determine which candidate is to be declared elected.”
