Laval police launch ‘Projet Vigilance’ to fight rising cases of extortion targeting local businesses

Laval police have launched a coordinated initiative aimed at helping licensed establishments, restaurants and other businesses facing intimidation, extortion and violence linked to organized crime.
The new strategy, called Projet Vigilance, was deployed Wednesday and focuses on prevention, investigations and closer collaboration with local merchants.
Police say the goal is to increase information sharing and counter what they describe as a growing trend of extortion in the city.
Karine Ménard, deputy director of the SPL’s criminal investigations division, said criminal pressure on businesses must stop.
“Our message is clear: the violence carried out by criminal organizations in Laval has to end,” Ménard said in a statement. “We are asking merchants to work with us in confidence, because any piece of information can make a real difference.”
As of Oct. 31, officers had opened 61 files connected to the phenomenon. The SPL says some of the activity is linked to the group known as “Les Grecs” in the Chomedey district.
Beginning this week, several police units will increase their presence across Laval.
Officers will visit businesses to meet owners and staff, gather information and offer guidance on preventing extortion attempts.
The SPL emphasized that businesses forced to pay money to criminal groups are considered victims, not offenders, and encouraged them to report any incidents.
Police are urging anyone with information about intimidation or extortion to call the Info-Police line at 450-662-INFO (4636), or 911 in an emergency.
