Christine Roy becomes Quebec’s new auditor general

On Thursday, the National Assembly appointed Christine Roy to the position of auditor general of Quebec for a 10-year term. Roy succeeds Guylaine Leclerc, who retired last March.

The 95 members present in the National Assembly on Thursday morning all voted in favor of Roy’s appointment. She previously held the position of assistant auditor general.

Under the rules, the candidate for the position of auditor general is nominated by the premier and must be approved by at least two-thirds of the members of the National Assembly.

In September, the Quebec Liberal Party (PLQ) blocked the candidacy of Deputy Minister of Transport Jean Villeneuve because of a risk of “the appearance of a conflict of interest that could undermine the office.”

“Regardless of the person’s qualities and honesty, they would essentially have to audit, investigate, and verify their own performance and that of their colleagues,” explained Michelle Setlakwe, PLQ parliamentary leader.

In her view, a candidate for the position of auditor general should not come from senior civil service.

Roy holds the titles of chartered professional accountant (CPA) auditor and certified corporate administrator (CCA). She also holds a graduate diploma in public administration.

Before joining the auditor general in 2002, she worked for seven years at two international accounting firms, including two years as an audit director.

In addition, from 2019 to 2025, she was a member of the board of directors and audit committee of the Ordre des CPA du Québec, according to her biography published on the auditor general’s website.

The auditor general’s mission is to monitor the management and use of public funds entrusted to ministries, public bodies, and government enterprises.

Earlier this year, Leclerc filed a damning report on the failed digital transformation at the Société de l’assurance automobile du Québec, which led to the launch of a major public inquiry.

Alain Fortin served as interim auditor general between March and December. Roy will officially take office next Monday.
