2 Quebec suspects are Canada’s most-wanted fugitives

Quebec’s Dave Turmel and All Boivin are Canada’s most-wanted suspects.

The Bolo Program updated its list of the country’s top 25 fugitives on Wednesday, with investigators offering financial rewards to anyone with information about their whereabouts.

Turmel, 28, is the alleged leader of the Blood Family Mafia (BFM) and is wanted on gun violence and drug trafficking charges.

“Take no action to apprehend Turmel yourself. He may be armed and dangerous,” authorities say.

He has been sought by Quebec City police since July 2023 as part of an operation launched in February 2019 to counter an increase in violence linked to drug trafficking. Police say he has numerous ties in Quebec, particularly in Québec City and Levis.

“Dave Turmel and BFM are ready to do anything to take control of drug trafficking, not only in Quebec, but throughout the eastern part of the province,” said Quebec city police director Denis Turcotte. “Dave Turmel: wherever you are, it’s not too late to turn yourself in to the authorities. If you don’t, we’ll find you, arrest you and bring you to justice.”

But investigators believe he may have fled Canada and has since travelled to several countries.

“He is receiving assistance from some individuals and may be using fake identities, so he could be anywhere in the world,” police say.

Boivin, 34, from Saguenay, is wanted for numerous drug-related offences, including trafficking, conspiracy to traffic, and possession for the purpose of trafficking.

He’s been wanted by the Sûreté du Québec (SQ) in connection to drug trafficking cases dating back to 2021 in Saguenay, Quebec City, Brossard and Abbotsford, B.C. Authorities believe his girlfriend, 26-year-old Yaulise Lemieux-Bellavance, is accompanying him.

“He’s one of the most wanted because he controls territory by violence. So that’s why he’s number two in the top 25,” said Benoît Dubé, the SQ’s deputy director general.

Boivin is six-feet tall, weighs 242 lbs., and has brown hair and eyes. He speaks French and his last known residence was Saint-Lazare, Que. He has a scar on his left shoulder and multiple visible tattoos, including one on his left hand and a few on his neck.

Both men are suspected of having participated in several criminal activities that are still under active investigation by several police services.

Bolo is offering a $250,000 reward for information that leads to the arrest of either suspect.

“When you call the police, especially for fugitive investigations, just be aware they’re not looking for witnesses, they’re not looking for anyone to testify, they’re not looking for evidence anymore. They have all that. These cases, they’re ready to go to court. They’re just looking for a location of their suspect,” said Bolo Program director Maxime Langlois.

“So if you call the police, everything is highly confidential. And if you’re not comfortable calling the police, call Crime Stoppers. It’s a tremendous conduit for anonymous tips.”

Turmel and Boivin are joined in the top five by Rabih Alkhalil (B.C.), Adrian Walker (Toronto), and Phillip Grant (Toronto).

Other fugitives from Quebec who made the most-wanted list are Dylan Denis (Montreal) and Youcef Bouras (Longueuil).
