Collective bargaining in Quebec construction industry: second agreement reached

A second major agreement has just been reached to renew the collective agreements in the construction industry for 2025 to 2029 – this time in the civil engineering and roadworks sector.
Negotiations in the construction industry affect some 200,000 workers across Quebec. Four collective agreements must be negotiated for each of the industry’s subsectors.
This second agreement was reached between the employers’ association for the civil engineering and roadworks sector, the Association des constructeurs de routes et grands travaux du Québec, and the Alliance syndicale, which brings together the five construction unions.
The agreed-upon wage increases are eight per cent in 2025, five per cent in 2026, five per cent in 2027, and four per cent in 2028.
Last week, an initial agreement was reached between the Alliance syndicale and the Association de la construction du Québec, covering the industrial, institutional, and commercial sectors.
All of these tentative agreements, however, are subject to a vote by union members and member companies of employer associations.
The final sector of the industry remains to be resolved: residential construction.
These partial agreements concern only the so-called sector-specific clauses. However, in the case of the construction industry, the sector-specific clauses include wage increases. The parties will also need to negotiate clauses specific to the construction trades.
