Quebec MNAs receive nearly $10,000 salary increase

The National Assembly of Quebec has updated its website to reflect a 7.5 per cent salary increase for MNAs, an increase of nearly $10,000.

According to La Presse, the base salary has risen from $131,766 to $141,625—an increase of $9,859 this year.

In addition to their base salary, most National Assembly Members (MNAs) receive supplementary compensation for holding parliamentary roles, including ministers, for example.

This additional allowance is also being increased by 7.5 per cent.

Changes by Legault government in 2023

The salary increase follows changes made by the Legault government in June 2023 to the Act respecting the conditions of employment and the pension plan of MNAs.

The law introduced a 30 per cent base salary increase for MNAs—as well as a new salary indexing mechanism for the future.

According to the updated law, starting March 31, 2024, MNA salaries are adjusted based on salary increases of chief executive officers, vice-presidents, and members of a level four government agency.

According to La Presse, the National Assembly confirmed that these executive salaries were revised on June 20, resulting in a $5,044 increase for 2024 and a $4,815 increase for 2025—together explaining the $9,859 rise in MNA compensation.

Premier François Legault’s total compensation has increased from $270,120 to $290,331.

More increases already scheduled

The National Assembly also confirmed to La Presse that further salary increases are already set based on salary increases projected for 2026 and 2027 for agency heads:

  • April 1, 2026: MNAs base salary will increase by $4,750
  • April 1, 2027: MNAs base salary will increase by $6,816

By 2027, La Presse reports that the base salary of an MNA will reach $153,191, representing a 51 per cent increase over five years, up from $101,561 before the 2023 changes.

Political reactions

The 2023 salary legislation was passed quickly in the National Assembly without parliamentary committee consultations.

While the Quebec Liberal Party supported the bill, it was opposed by the Parti Québécois (PQ) and Québec Solidaire.

PQ MNAs pledged to donate their raises to charitable organizations until the next general election in fall 2026. By the end of 2024, the four PQ members had donated nearly $80,000 to various community groups.
