Quebec Solidaire urges CAQ government to renew homelessness funding

By Anja Conton, The Canadian Press

On Sunday, Québec solidaire issued a press release questioning François Legault’s government about the renewal of funding for the Interdepartmental Homelessness Action Plan (PAII).

The PAII, launched in 2021, will end on March 31, 2026, and Québec solidaire’s spokesperson on homelessness, Guillaume Cliche-Rivard, does not understand why no action has yet been taken.

“How is it that these funds have not yet been renewed and that uncertainty still looms at the height of winter and the crisis?” reads the press release.

The Quebec homelessness solidarity network (RSIQ) also issued a press release on this subject on Nov. 13.

The homelessness coalition highlighted the impact of the PAII since its launch in 2021, adding that it “has enabled organizations to implement crucial measures to prevent and combat homelessness.”

Boromir Vallée Dore, executive director of the RSIQ, asked Sonia Bélanger, minister of social services, in his press release to renew the PAII as soon as the fall 2025 economic update. This request was not granted.

“Waiting for the spring 2026 budget to renew the PAII means choosing to amplify the homelessness crisis,” he said. “Between the budget announcement and the arrival of funds on the ground, lives are at stake.”

In the same press release, the RSIQ proposed a “30 per cent increase in investment by 2027” and assured that this would curb the growth of homelessness in Quebec.

Québec solidaire noted in its press release published on Sunday that in 2024, 108 people died while homeless in Quebec. “We cannot let 2025 follow the same path. Every ministerial postponement risks costing human lives, unfortunately,” concluded Rivard.

The Ministry of Health and Social Services did not respond to a request for comment.
