‘Brownies’ controversy: Élections Québec probes Pablo Rodriguez’s PLQ leadership bid

After months of speculation in the media, Élections Québec confirmed on Wednesday that it is indeed investigating Pablo Rodriguez’s leadership bid.
This is an exceptional situation, as the institution does not normally confirm the launch of an investigation.
“As reported by several media outlets, we agree to open and mention that we are looking into this situation,” explained spokesperson Julie St-Arnaud Drolet in a phone call with La Presse Canadienne.
However, Elections Québec remains cautious about the details of this investigation.
It should be noted that Rodriguez’s leadership, while he was leader of the Quebec Liberal Party (PLQ), was severely shaken by allegations of irregularities in the financing of his leadership campaign.
In November, the Journal de Montréal revealed text messages suggesting that sums of money—brownies—had been paid to encourage members to vote for Rodriguez.
The same media outlet then reported that around 20 donors had been reimbursed for their $500 contributions during an evening event—an illegal practice under the Election Act.
Rodriguez has always maintained that he was unaware of this and had nothing to reproach himself for, but pressure continued to mount and calls for his resignation grew.
He finally stepped down on Dec. 17, 2025, six months after winning the race.
Liberal MNA Sona Lakhoyan Olivier, who supported Rodriguez in the race, is also under investigation by the Ethics Commissioner for her use of her constituency office resources during the leadership race.
Added to all this is an investigation by the Permanent Anti-Corruption Unit (UPAC).
