CPE to provide partial services during strike, open three days

The new law from Labour Minister Jean Boulet has just produced its first effect on the ground, as a CPE where workers had been on general and unlimited strike since Oct. 22 will now have to offer “services to ensure the well-being of the population” on Wednesdays, Thursdays and Fridays.
The Administrative Labour Tribunal has just issued a decision on this matter, thus endorsing the agreement that had been reached between the employer, the Centre de la petite enfance Le Jardin de Robi, in Roberval, and the union attached to the Fédération de la santé et des services sociaux, affiliated with the CSN.
More specifically, these services will be provided at this childcare centre from 8:30 a.m. to 3:45 p.m. on Wednesdays, Thursdays, and Fridays. Therefore, there will be no service on Mondays and Tuesdays.
The law came into effect on Nov. 30th. It aims to mitigate the impact of a strike or lockout. To this end, it establishes the criterion of “services to ensure the well-being of the population.” These services must “prevent the social or economic security of the population from being disproportionately affected.”
Previously, the system only provided for “essential services,” and these were based on public health and safety.
