Homeless situation in Milton Parc not improving: Montreal ombudsperson

The homeless situation in the Milton Parc area has not improved in the three years since it was described as a “humanitarian crisis,” according to Montreal’s ombudsperson.
In her annual report for 2025 presented at Montreal’s city council on Monday, Nadine Mailloux said the situation has become more complex over the years.
She noted a significant increase in drug sales, particularly crack cocaine, and a much higher concentration of criminal activity. The report highlighted a lack of resources for people dealing with mental-health and addiction issues.
It recommended the city and boroughs deploy more structured resources to address homelessness.
Those findings followed consultations with community groups and neighbourhood residents.
They came three years after Mailloux’s 2022 report described the situation in Milton Parc as a humanitarian crisis and made multiple recommendations to the city.
