Quebec reduces permanent immigration target to 45,000 for 4 years

“Becoming a permanent resident, becoming a Quebecer, is a privilege,” Immigration Minister Jean-François Roberge said as the province cut its permanent resident threshold to 45,000 per year for the period from 2026 to 2029. Zachary Cheung reports.
