SAAQclic: Turn of former SAAQ CEO Nathalie Tremblay to give her version of events

By Caroline Plante, The Canadian Press

This Monday, former CEO of the Société de l’assurance automobile du Québec (SAAQ), Nathalie Tremblay, will deliver her version of events to the Gallant Commission.

This testimony is highly anticipated and of critical importance to the commission, as Tremblay held the highest office at the SAAQ from 2010 until 2022.

She left the ship shortly before the failed rollout of SAAQclic, which led to massive queues outside branches in the winter of 2023.

In February 2025, the Auditor General of Quebec stated in a report that the SAAQ’s digital transformation is expected to cost at least $1.1 billion by 2027, $500 million more than expected.

It was Tremblay who notably approved the hiring of Karl Malenfant, the former Vice President of Information Technology whose name constantly comes up before the commission.

It was also she who, at the time, convinced the government to relax the rules governing the SAAQ.

Moreover, Malenfant’s testimony will follow that of Tremblay. After several weeks in Montreal, the commission relocated to Quebec City to hear these two testimonies.
