Quebec decides not to dissolve Transplant Québec, merge it with Héma-Québec

The Legault government has decided not to dissolve Transplant Québec and transfer its activities to Héma-Québec.
On Wednesday, Treasury Board President France-Élaine Duranceau tabled a series of amendments to Bill 7, which aims to reduce bureaucracy and increase government efficiency.
She explained in a parliamentary committee she was withdrawing the provisions affecting Transplant Québec to “calm everyone down.”
In a letter sent to Transplant Québec, Duranceau stated that the bill would be amended to “maintain the coordination of organ donation and transplantation within your organization.”
She regrets that the non-profit organization and Héma-Québec have not been able to find “common ground” to make organ donation and transplantation operations in Quebec more efficient.
“This situation concerns me because it is our collective responsibility to ensure that every measure likely to increase organ donations is fully evaluated and implemented whenever possible.
The minister maintains that her approach “seemed to be an adequate response” to the concerns raised by the organization itself, such as regional disparities and the inefficiency of the health-care system.
In her letter, Duranceau also invites Transplant Québec “to resume constructive dialogue with ministerial teams as soon as possible.”
She also advises that the minister of health may, in the future, “assign certain mandates to Héma-Québec, particularly with regard to promoting organ donation at the national level.”
The president and CEO of Transplant Québec, Martine Bouchard, learned of her organization’s dissolution with the tabling of Bill 7 on Nov. 5, 2025.
She was fiercely opposed to the change, saying she was deeply concerned about what would happen next.
“Such a reorganization will cause major disruptions and weaken the existing system, without generating the expected savings,” she said.
