Construction advances on 210 affordable housing units in Montreal

The Government of Quebec, the City of Montreal, Interloge and real estate developer Prével have marked significant progress on a major affordable housing project that will deliver 210 social and affordable housing units on De Lorimier Avenue.
The Interloge-led development forms part of a larger 415-unit residential complex valued at $188 million. The affordable housing component alone represents an investment of more than $81.4 million and is designed to support families, individuals and vulnerable residents.

“These 210 affordable housing units in Montreal will provide Quebecers with a safe, modern living environment adapted to their realities. By supporting the completion of this project, the Government of Quebec is taking action to improve access to affordable housing and meet the needs of the population,” said Karine Boivin Roy, Minister Responsible for Housing. “I would like to congratulate all the partners who make this large-scale project possible.”
The Government of Quebec is contributing more than $40.4 million through the Quebec Affordable Housing Program and the Housing Financing Program administered by the Société d’habitation du Québec. The City of Montreal is providing more than $14.7 million, while Interloge invested $2 million in pre-development costs and will manage the property for the duration of its agreement with the province.
“Finding affordable housing has become a challenge for too many Montreal families. With Esplanade Cartier, we deliver housing where people want to live, close to public transit, services and jobs,” said Soraya Martinez Ferrada, Mayor of Montreal. “This is the kind of project Montreal needs to respond to the housing crisis and keep our neighbourhoods accessible.”

Up to 84 households will be eligible for rent supplements that cap housing costs at 25 per cent of household income. An additional 126 units will be offered at 95 per cent of median market rent. The project will also reserve at least 32 units for single mothers supported by the community organization Mères avec pouvoir.
The development reflects a unique partnership between the non-profit and private sectors, with Prével facilitating the integration of off-market housing units while contributing to the broader mixed-use residential project.
“As of today, Esplanade Cartier has completed more than 1,300 housing units, the YWCA Montreal’s new head office, a community project house, Montreal’s very first rooftop community garden and a considerable contribution from Prével that exceeds its regulatory obligations in terms of on-site off-market housing,” said Laurence Vincent, President of Prével. “This is a further demonstration of Prével’s conviction in the benefit of real diversity.”
Construction is expected to help address Montreal’s ongoing housing affordability challenges while expanding access to stable, affordable homes for residents in need.
