Leak of confidential information at the PQ: Vincent Boulay threatened with expulsion

A member of the Political Committee of the Parti québécois (PQ) is threatened with expulsion.

In a confidential letter dated Nov. 1, a copy of which was obtained by Canadian Press, the PQ national secretary accuses Vincent Boulay of having passed on confidential party information to a radio columnist.

The PQ’s national executive council also accuses Boulay of several breaches of the party’s communications policy, and of having contravened several articles of the PQ’s Code of Ethics, notably in his “communications on social networks.”

The letter gives Vincent Boulay until Monday 9 p.m., to express his point of view in writing to the PQ’s National Executive Committee, or in person during a “30-minute virtual meeting on Nov. 3” at 10 a.m. or 2 p.m.

PQ Communications Director Laura Chouinard Thuly explained to The Canadian Press that the party “allows its members complete freedom of expression within its governing bodies.”

“But once the bodies have taken a position and the debate has been decided, the rules also specify a duty of reserve so that members can’t go public every time they don’t like their body’s position at the end of the democratic debate,” she added.

“The rules provide for a procedure in the event of a breach.”

“The by-law provides for a procedure in the event of an alleged breach of the rules of ethics and, as always, the party follows its internal rules and procedures.”

She explained that the decision-making process surrounding Boulay’s future remains confidential.
